I think that the most appealing thing about the Scorpion is the intricate metalwork and compact mechanisms, somethign only possible with very fine CNC based machining and engineering using strong and precisly formed metal components. Its got all sorts of springs, levers, widgets and whatnots. Its the exact opposite of say the Sten Gun which is a bit of tube that you put bullets in with a big fat spring thing that you could make with a hammer in the garden shed.
I personally think the most dangerous weapon that a crim could have would be a helicopter mounted mini gun or perhaps some advanced surface to air missile defence thingy or maybe a thermonuculear gun like Judge Dredd has.
